does black water company hireing foreigners from outside the usa to fight in iraq and afghanistan ?

No, they do not. One of their requirements for employment is US citizenship.

Blackwater are finished in Iraq, all civilian mercenary / security companys have been declared illegal by the Iraqi government. Because nobody can control them.

Blackwater doesn't hire anyone to go " fight " in iraq or afghanistan.
Blackwater provides security guards.
