I have exactly the same problem- I am constantly asked if I am having a baby, its soul destroying!
I have found with me its a bit of each, but where stomach fat is concerned, its not as big as it looks and this is a good thing to bear in mind!
Try this: stand up straight and imagine a ball comming towards your stomach, and insted of bending to protect yourself, you tense your muscles and keep them tense. Then see what you can pinch with your stomach this tight. The part under your skin which feels tense is your muscle, or "mattress" as my gym instructor informed me, the part you can pinch on the top? thats the "blanket". Three guesses which represents any fat. (N.B, you do need SOME fat on your stomach, its essential for your blood and organs to keep warm and function properly).
In terms of colon problems, I know that I have slow digestion. This is brought on by 10 years of anorexia and bulimia and for me will take years to sort itself out, but basically its undigested food. I can even feel it reacting and bubbling inside of me, its really not nice! its like I can feel it growing inside of me. Try excercise, this has helped me massively, I have been able to push my system and circulation to work that little bit further, that little bit more. I notice that everytime I go to the gym, my colon starts working and my stomach is that bit flatter when I leave,
You could also have an allergic reaction, try taking foods out of you diet one by one, see if any makes any difference to you. I dont know much about this so cannot offer advice as I havent eaten dairy (only just lately have included it), carbohydrates or fatty foods. (I eat fruit and veg, minus potatoes/sewde/parsnips/bananas...etc) as a result of my lingering eating disorder. (you can get your body well but you mind takes alot longer)

You can't get rid of stomach fat without getting rid of fat in general. Do crunches of various kinds to firm up the muscles, and work on losing weight. Also, remember that no one who's just eaten a meal has a flat stomach unless they flex. If your stomach is flat when the muscles are relaxed, you're almost certainly underfed. Also, I looked at the site in Allene's answer. It's crap.

has it always stuck out? or is it recent. what about any bowel problems recently? could be water retention, drink more water its a natural diuretic. do you bloat up more before periods perhaps?
i had a super flat belly after giving birth, now it sticks out. my dr told me its my age at 32!
try colconic irrigation, is good for that or prebio 7 if a change in bowel habits.

i would def see a dr. I did and it turns out I have a lazy bowel which if it wasnt fixed, wouldve had me in the ER shortly after. Your stomach is like your second brain, if somethings wrong, get it checked out! hopefully its nothing serious.
