From what I understand, if you were born in Germany due to your father being in the military, your birth certificate may actually be in Washington D.C.

Here is another possible resource:

Q. I was born overseas while my dad was in the military. How can I acquire a copy of my birth certificate?

A. Call or write:

Your birth was registered with the State Department. You need to write to the below address. Include your name, the name of your parents, the place and date of birth. Cost for the certificate is $30. Make the check out to "Department Of State":
Vital Records Section
Passport Services
1111 19th St. NW Suite 510
Washington, DC 20522-1705

It matters not about the hospital. You were registered with the State Department. I was born overseas and applied for another and it was easy. Just a letter with no form with my parents info.

It came in 7 days and was cheap. Hint though........ since you are at it pay for a couple of extra copies so you won't have to bother with it again.

If your dad was US military, then you are an American citizen and should have been issued an American birth certificate. You may need to contact the military he was statoined in (Army, Navy, etc.) and they can direct you. Another way may be to go to the local VA and see if they can give you the information on how to obtain it.
