I've never been fond of either term, because they're inherently bigoted. Many call a "believer" someone who is a believer in Jesus Christ. However, many people think the only "believers" are the ones in their SPECIFIC church, denomination, or whatever. Many people are believers: people in other religions believe in something, atheists frequently adhere at least in part to one or more classic philosophers or believe in a certain ethical and moral code of conduct.
It's much, much better to be specific and refer to what a person believes in. Otherwise,

In the context of religion, a believer is someone who has a religion (usually believing in God or some equivalent), while an unbeliever is someone who does not have a religion (they reject God and other supernatural forces and entities). Usually it is a better idea to say 'theist' and 'atheist' instead, respectively.
