Is your hair straight? After washing it, Towel dry it and then put mouse in it, kind of scrunching it a little . Let it completely dry. Then with a curling Iron (maybe like 3/4" round) Take small but random section of hair and wrap them around a closed curling iron, sections should be OVER and under not under and over ( idk if that makes snese to you) so that the pieces will have more volume to them.

You can also do this on day "old" hair (do not do this on clean, straight hair, it won't hold well).

Anyway you can spray lightly with a light hold hairspray and you're good to go.

***EDIT: Whoa ok... so I guess you changed the pic on us... thats cool haha... yea its easy. use a straightening iron and turn it in and under at the ends for that rounded effect. Putting a hair band is so easy.

Nice style, but firstly you need blonde hair and just ask your hair dresses to curl it under and out in different ways so you get flicky effect, the reason why the girls hair is all flowing back is because someone is stood near her with a fan while the photographer is taking a picture of her so unless you've got someone to constantly walk with you with a fan then the flowing back thing will not work my best bet for you would be to take the style to your hairdressers and ask them to style your hair like that.

I'm assuming your hair is wavy or curly.
Conair makes a heated hair straightener that will get rid of the curls. It's not expensive, under $20, we got ours from the AVON lady, for about $16.00.
Be sure to use shampoo & conditioner designed for staight hair only.
Just keep doing this every now & then & you'll have nice straight hair. I know this works, because mine is now straight as a board.
