No, think about it this way...
We have low voter turn out ... if we're lucky 40%
Yes, some countries are third world countries
Yes, some are being turned into dictatorships (Chavez)
But other democratic states have diffrent approaches that seem to work.

Other countries impose a fine on those who don't vote and voter & turn out is extremely higher. Better educated maybe but if you were forced to make a decision one would hope you would also take the time to educate ones self on the election.
If the US imposed a $100 fine across the board would you try to figure out what was going on since it has an effect on you?
So, no..in comparison to the rest of the world, this is a US specific issue.

Personal opinion, not really. It actually is an important issue, but wouldn't be categorized as a 'global' one, because not all countries vote. Even among those countries who do, the level of education of the general populace may not positively mold emerging policy.

I don't agree with the premise of your question. It has not been established that there is a lack of voter education anywhere in the world.

Do you honestly think the 3rd world people actually READ, much less vote?? Picture voting booths in the jungles of the Amazon, or earthquake torn Peru, or the mountains of Columbia and Chile. How about voting in widespread Indonesia, you'll never hear about. As for the continent of Africa, name one democracy over there. South Africa is all divided up, they MAY have elections but there wouldn't be much of a choice - - kinda like the USA.

No elections in the Muslim controlled countries, except Iraq.
No elections in the communist countries of Asia.
