How do you make an image look like a cartoon with google picasa?

i have the software but im not sure what to do "/ can someone please help

Picasa has a small number of tools to modify images.

Look under the Effects tab for all that is available. Just start clicking and changing the options in each effect.

I do not think you will be able to get images to look like cartoons using Picasa.

if u go to blibs.com u can do almost anything u can cut add make it flash rainbow color's and add fire and other stuff of the sort...all u do is go and upload the pic then work on it
