It has been shown that teenagers are more prone to causing accidents due to being "distracted" or not paying enough attention while they're behind the wheel. What they're trying to do is to simply make it a LITTLE safer on the road and give these people time to get used to driving & being behind the wheel before they start "multi-tasking"
The law also forbids anyone from using a cellphone in the car without a hands-free or head-set adapter. (Again - freeing people from holding the phone with one hand while driving with the other - and lord knows what else they're doing while they're doing all that, too)
I've heard people use the argument that - "they're no more dangerous than those old people who can barely drive" -- so we should just let there be MORE distracted/dangerous drivers on the road?? That's ridiculous.
Of course, since the officers cannot pull over people ONLY for using their cell-phones ... this is just an additional fine that will be slapped on them for a ticket or violation they're already committing. ($20 for the first offense & $50 for each time they're caught doing it thereafter) ...of course, if an officer sees a young person driving while talking on their cell - they're going to start looking for something else to pull 'em over for.

Law goes into affect in 2008 that requires all adults to have hands free devices if using cell phones in cars in CA. I think you would have an incredibly huge uprising in the state of CA if you tried to ban cell phone use altogether.
The article explains why they focused the complete ban only to teens.

Research.
The two studies they cited showed that teens are more likely to be distracted by cell phones, and taht cell phone distraction is a top cause of accidents.
That doesn't mean that ALL teens are irresponsible while driving, just that enough of them have proven to be, that something needs to be done.

It is unnecessarily discriminatory. *Nobody* should be text-messaging while driving, or telephoning, or surfing the web, or reading a newspaper, or watching TV, etc. I don't give a damn how old or experienced they are. People just shouldn't multitask behind the wheel.

especially women? I think everyone should put their freakin` cells away- thats stupid to talk and drive- it`s basically just like drinking and driving, even tho your not intoxicated.

It is related to the no one wants to see that car full of teenagers get into a crash and kill them all. Teens get "distracted" more easily
