Yeah, so anyway. 2 and 3 is old enough to understand: IF I CATCH YOU CLIMBING ON THE TABLE THEN THE TV IS OUT OF YOUR ROOM.

If you feel the need to have a tv in their room I would suggest a wall mount for it. This will prevent any table from toppling over. You can also get safety caps for the outlets. I would assume they are climbing to get to the tv (maybe change channels?). This would alleviate that problem as you can closely monitor what they watch and when they watch it. Not all tv is bad but, it can also become habit forming to turn on the "electronic sitter" for some time to yourself.

I have 2 climbers as well, and what I ended up having to do for their safety was, every single time I saw them climb up on something inappropriate, I put them in time-out and told them "no climbing". It was very tedious at first, as you can imagine, but after several timeouts, they stopped doing it. It is extremely dangerous for children to climb on furniture such as dressers, tables, entertainment centers, etc. because it could tip over onto them and hurt or even kill them. In the very least, maybe you could attach the table with brackets to the wall. They sell all sorts of products at Babies R Us and Home Depot.

Remove both from their roomfor their safety. Why put a TV in a room with a 2 and 3 year old anyway?

I would remove the table and television from their room. They could be seriously injured if the television were to tip over onto them; even a small television might break and the glass could cut them or there's the electrical danger.
Besides, there's really no good reason to have a television in their room, especially as young as they are.

TV should not be in their room at all, promotes bad habits. SO simply remove it therefore they won't climb on top.

just get that TV out of their room. they don't need a tv in their bedroom. Not only is it bad for their development but they could pull the tv down on top of themselves which could be dangerous.

take it away or put a gate around it until they learn that's it's off limits. They are old enough to know better. Inforce. Or each time you take them off of it punish them. It'll get their attention. Good luck
