Why does Eurotunnel charge for pets from France to UK but not in the opposite direction?

It may have to do with the different laws in France and Britain concerning animals traveling.
I think there might be paperwork involved for the company, just a guess, but that would be a valid reason for charging just one way.
But Eurotunnel has more things in its price structure that are not logical.
