Both, because there's no way, to me, to have one without the other.

Jesus is the culmination of the prophecies of the Old Testament and the creator of the New Testament, meaning New Covenant. So in reality a personal relationship with Christ is achieved through following His ways and keeping His commands.
You can't find out what these commands are without the Bible, but tradition has showed us that it could have been passed down without the written word, the Old Testament for instance was done just that way for many a century, prior to around 600 BCE in which the writtings started to happen and the text be put in a certain order.
So truth is obtained through Grace, of acceptance of God's will over our own and above all by accepting the Sacraments as outer signs of our inner spirit.
God bless and great and debateble question, these are rare, if only some persons gave it some thought.

Those who would support Biblical truth are in for a shock... It's very very hard to do. The Bible is based on nothing at all and it is so filled with contradiction that there are pitfalls on nearly ever page.
Those who go it alone and have a personal relationship with God are very suspect of suffering psychosis.... People who talk to the air and hear voices are generally certifiably nuts.

I don't see how the two can be seperated. A relationship with Christ should grow in fellowship and in truth. I can not become Christlike without knowing the truth of the Bible. Jesus' mission was to reconcile us to God. God is the truth, Jesus is the upholder of that truth.

Relationship w/ Jesus because that is the only way to be saved. Rattling a bunch of scripture usually doesn't mean much to non believers and can - in fact - be a turn off. People want to hear your point of view as you know it (based on the bible) Besides, as we know, there are a lot of far fetched stories in the bible that are hard to explain. I choose to believe them, however, it is difficult to explain some things. I believe through faith and because Jesus said the bible is truth.

just an observation, the two answers who said "go hand in hand"
its obvious to me as an outsider and an atheist that theres an element of parroting information garnered from either a book, cd, sermon,
i wouldnt accuse them of being brainwashed, but that there is an element of the religious believer who does seem to parrot information

Neither. I promote what the Church has always promoted...the Sacramental Nature of the Church...the new Birth in Holy Baptism and the feeding of our Spirits in the Sacrament of Holy Communion as being the regular methods of us receiving His Grace.
A Sacrament is an outward and visible sign of an inward and spiritual grace we have received from God.
The Sacramental "relationship" that we have is very personal, very intimate with Jesus...the Church is like the "Second Incarnation" - Christ's Body, here on earth.
We "put on Christ" in Baptism. We chew Him up and swallow Him down and take His resurrection power to a dying world through His Sacrament of Body and Blood.
What could be more "personal" that that??

I start out with the biblical truth and then when they say "when have you ever seen anything like that happen?" [such as healing] then i talk about my own personal relationship.

They go hand in hand.
Romans 10:14-15
How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear without a preacher? And how shall they preach unless they are sent?
