I guess it would really depend on your area, have you gone to local dealers and looked for deals?
also maybe check something like autotrader.com
you don't really need to look at the miles only either, but the condition and how it was driven originally like say, I'd take a 00 with 120,000 miles over say a 05 with 100,000 miles

As I, along with others, are trying to promote the KIA name I would have to suggest a 2nd Gen Sephia ('98-'01) or Spectras. Most KIAs are relatively cheap especially if used, HOWEVER they last just as long as Hondas and are just as fun. I got a used '01 kia sephia back in '03 for $5900 at 32k miles and it was money well spent as I still have it today and running wonderfully. I know the used price now for an '01 sephia is Much Much lower since the name is newer and not as cult popular still as hondas go so you'll easily be able to afford it. Also, KIA has been wining awards for lots of good safety features and stability built into their cars.
the semi-newer (any year) kia Rio's have a little less power than the sephias or spectras if you're trying to keep her from crazy joyriding, but they're still good cars.
If you have any other questions please look up and visit the Streetkiaz.com forums (open to the public now for viewing) for any information you'd ever want on Kias...and if it's not there just ask about it.
OH ONE BIG FINAL NOTE: I get about 32miles per gallon of gas and all kias are Excellent economy cars when it comes to this so she can save lots of money instead of spending more gas money in Jeeps and such...just saying.

The best vehicles that I have ever owned have been Jeep Cherokees. I drove my first one from the time I was 16 until I was about 22. It had 290,000 miles on it. Then I got another Cherokee and it had over 230,000 miles on it was still driving great until my husband was involved in a wreck (that was neither his fault nor the jeep's fault). My parents also own two Jeep Cherokees. They just seem to last forever. Plus, if you can get one with 4-wheel drive, driving in bad conditions is much safer. Also, I was involved in a head on-collision in yet another Cherokee that my parents owned. I was struck by another driver at about 55-60 mph, and both myself and my then two-year old son walked away with only minor bruises (and a pulled muscle in my leg). I felt very luck to be alive, and I never really feel safe in a vehicle unless it is a Jeep Cherokee. I highly, highly recommend them.
I know its probably not the most stylish vehicle for young lady, but I had one at the same age and guys were actually impressed by it (I'm not sure if you as mother would consider that a plus or not) because it wasn't a girly vehicle.
You couldn't ask for a better running or safer vehicle. In addition to myself, my husband, and my parents, I have also heard many other Cherokee owners swear that they would never be without one.
Overall, though, 70,000 miles is rather low on today's vehicles. In the past, 100,000 miles often called for an overhaul or new vehicle, but that's no longer the case. A car with a 100,000 miles is nothing to walk away from. In addition to my current Cherokee, I also have 1990 Camaro (because I do love sports cars despite the safety I feel in cherokees) and it has over 200,000 miles and runs great as well.

$4,000 won't buy a lot of car. Are you thinking about financing some of the purchase price, too?
Your daughter may not like it much, but if I were in your position, I'd consider a mini van for her. It's not sexy, it's not glamorous, but it's transportation. More importantly, it has a fair amount of metal to protect her in a crash, and should have a decent set of air bags, too. Kids that age are not the best of drivers, and it's almost an even bet that they'll get into some sort of collision.
When my son was 14, my minivan was termed "The Loser Cruiser". Now that he's driving it, it's "my van". If your daughter has to choose between walking and driving a ho-hum van, guess which way she'll go.

A civic would be perfect. Skip the dealers and look for private seller, you'll get more for your money.
You could be very confident in a civic with 100,000 + miles if you need to.
Stay away from the sportier EX and Si models unless they have documented maintaince...kids tend to abuse those.

I am a mechanic and my choice for my Daughter's were Honda Civic and a few years older Accord, and surprising enough a Ford Aspire did a great job also. stay away from Ford, Dodge,Chevy as far as small cars go. Those keep me in business.

When I was 18 I bought a used Pontiac Grand Prix. I had it until I was 23 and I could afford to buy a new car. Great car, easy to change brakes, new tires are fairly cheap and almost any repair I did have, my father and grandfather could do because it was relatively easy.

70,000 miles on a civic is not a lot at all. I know plenty of friends civics that lasted well past 200,000 miles. A civic, camry or any small compact car would be perfect.

i would suggest a good Nissan sentra ,their one of the best cars on the road today and they last really good,and are very cheap to operate also,and for a younger person the insurance is cheap on them also,she,d like one if she ever drove one,i own an older one ,and its been one of the best cars i have ever owned, before,its worth checking in to,they don't break down and cause a lot of problems either,good luck with it.

i would say a goe metro, the gas millage is great and they are easy to drive for a beginner in parking lots. with the price of gas these days she will appericate the fact she can fill'er up for less than 20.00. and you will be happy with the insurance rates. good luck!
