Biologically, even though the young girl's body has started menstruating, her body is preparing itself for childbirth. However, having a child at this age would be extremely risky for the young body. Both mother and baby have a greater chance of birth defects or worse. The girl's body becomes more prepared for childbirth when she is around 14/15 years old. But the best time for a girl to have children is between the ages of 16-24. These are the years when mother has a greater chance of a healthy pregnancy and the baby has a greater chance of survival. After the age of 25, the body starts getting older and after the age of 30, the baby has a greater risk of birth defects.
Of course nowadays, many other factors come into play for both mother and baby and their chances for survival.

Because sex is more than a physical act. A 12 year old girl is not able to accept the responsibilities that come with having children, or the emotional ramifications of having sex at this age. Their minds are not developed enough to make a truly informed decision and they do not have the life experience to know who is in fact a good person.

Sex is more than intercourse. When you have sex it effects you emotionally, physically, and mentally. A girl that young can not fully understand the responsibilities that come with having sex. And there are also a lot of consequences that come with having sex. People say to wait for marriage or a exclusive loving relationship for a reason.

I think there is a lot of hyprocisy in society. For instance 12 year olds getting tried for murder as adults, but at 12 you cant legally drive a car. Similarily for buying alcohol vs going to war at 18. Similarily for girls who "mature earlier" at 12, but cant make birth control decisions in their late teens. Thats just the way it is, try to change it if you're unhappy.

I think they should wait because its to many disease going around and young people is caughting it fast I'm not saying its bad but just wait until you both know what you are doing and not just saying you ready

I've been to Israel, for a bat-mitzvah. They do get to have sex. Because at 13, they're an adult. They could get married. If possiblee.
