I'm looking for a part time job, and I have been calling around asking if they are hiring but most of them just tell me they are accepting applications. Does that mean they are hiring or not?

It generally means they are either hiring or expect to be in the next month or two. They might want to see your application before saying any more than that.

Yes, that means they are hiring or planning to. Even if they are not hiring immediately, it doesn't hurt to apply. If they say they are taking applications, you can ask how you can get a description of the job opening and an application.

its like they r saying ''we cant answer to you right now...but you can leave your carriculum vitae and we will call you if we eventually want you for the job...''

yes it means that they are hiring. if they were not hiring they would specify that.
