1. "important" people, like CEO of a big company, Nobel Prize winner, professors, etc.. or "other people have made special contributions."
2. Invested more than 1/2 million US dollars in China.
3. Married a Chinese citizen for more than 5 years, and have lived in China for more than 5 years in a row.
According to http://www.gov.cn/banshi/2006-08/23/content_368234.htm,
you will need to provide immunization records, recent photos, etc., and fill in some forms.
According to http://www.gov.cn/banshi/2005-06/08/content_4931.htm, the cost is RMB1500 for application plus RMB 300 for the actual card.

In China, Green Card refer to the US Green Card.
In China, there is no such thing as Green Card. Either you are a Chinese citizen, with the right to get a Chinese passport or you are not.
It is very difficult for a non-Chinese race to convert into Chinese. There may be rules to do that, but you know rules in China....
Normally the procedure is reverse, you married a Chinese national, that Chinese national want to get a passport like yours.

Chinese green card started back in 2003. But so far very few laowai's have received one. It's more of an honorary award than a residence certificate.
Nowadays, you don't need to have a green card to live and work in China for a long period of time. You will receive a residence permit valid for 1 yr. It works just like a green card except that you need to renew it and stay employed.

I've never married a Chinese National..the process seems complicated and the costs involved seem too steep
If you marry a Chinese National you would be eligible for residence in the PRC.

We don't call it "green card" here! Green card is the nick name of something else (CITA safety certificate card) in building construction field in Hong Kong.

It is virtually impossible to get a Chinese green Card - even if they existed. Marriage to a national is NOT a criteria. The principle about marriage is that you take your bride out of China and then send lots of money back to support the family. The main possibilities seem to be if you have invested (very) large sums of money in China or have performed some laudatory service to the Chinese state and people. After all citizenship of any country is a privilege - not a right.
