does it come naturally for people or can u learn to do it?

first of all, vibrato = good breath support. without proper breath support it's almost impossible to get, and even if you do get it somehow, it's usually the wrong way to produce it. it comes naturally once you start singing correctly, from the diaphragm, with good posture. my advice would be to get a voice teacher to teach you proper singing techniques. that way you'll not end up damaging your voice by trying to 'force' vibrato out of it. and you'll be able to learn how to control your vibrato as well, to bring out different moods/emotions in songs.

Make sure you have good posture (back straight, head up, legs shoulder-length apart, arms at your side), lift your soft palate (yawn), make sure your the tip of your tongue is at the back of your teeth.

On middle C, or any note, sing "la". The vibrato should come naturally.

If it still doesn't work, either vibrato hasn't developed in your voice yet (if you're still a child), or you just don't have vibrato, which is okay.
