I need to know if rats chew on the bars of wire cages and make a lot of noise. I've had hamsters and at night they'd go CRAZY chewing on the lids of their cages and banging stuff around. I'm not completely sure if rats are the same way. Are they?

I have never had a problem with this with my rat, if anything, he makes a lot of noise running around and eating his food (a crunching noise). Rodents will chew on the bars of the cage if they need something to chew on which is not provided, or they are bored.
Some rats bang things around when they are playing, but it all depends on the rat themselves. The best thing to do, since rats and many other rodents are noctornal, is to simply not keep them in your room and keep them in another common room such as the living room or family room. This way you can sleep soundly and they are around people during the day.

mine chewed on everything once one got out and chewed holes through my clothes that were in a basket

Mine didn't.. they'd chew on wood at night, but.. they were fairly quiet..
