I think you can make it in paint.

The only qualifiers are:

1. it must 128 x 128 pixels
2. the file name must end in .ico

But I do know there are special softwares designed for this application. I believe there is one called Easy Icon Maker.

No you do not need speical software. Its easy RIGHT CLICK then click PROPERTIES about three/fourths of the way down youll see Change Icon. Itll bring you to a browse window. Click BROWSE then click where you saved your picture that you want. I never tried it myself but thats what I saw.

People have told me that they can do it using just the basic paint program that windows gives you. All you'd need to do is save the file in ICO format. I'm not sure if Paint will give you that option or not. But, I have manually typed it in as something of a test myself and it worked out alright.

first you should design your icons .
there are many softwares for this for examples Photoshop ,,,
and then you should insert the designed file with extention *.ico to the same folder that the *.exe file exists and then windows uses that icon to show that exe file ..
Is it good?

Nope. Right click on an open space on the desktop. A little menu appears, click on NEW/SHORTCUT. You can type in a URL, a program name, anything you want.
