From an environmental point of view I agree that the population growth should be limited. Establishing a limit to the number of children has only been tried in China and that by draconian means. Are we to have forced sterilization for women with more than 2 children? Some families with many children are well educated and wealthy, can they have more children than the poor?
Historically the poor had more children because they had low survival rates. They also did not practice birth control due to lack of education on how to do it or funds to buy birth control. Many poor also have Religious beliefs that do not allow interference in reproduction.
It would therefore require a fundamental change in the role of government in peoples lives to change the rules of procreation in America. The first of which is the Constitution and Bill of Rights.

Last time I checked we had a thing called a "Constitution" and a "Bill of Rights" and that kind of allowed people to have equal rights.....including the right to make their own decisions, not have people like you make their decisions for them.
I would prefer to keep the government out of my bedroom and definately out of my sex life. I also fail to see the correlation between driving a car and raising a child. Driving every automatic or stick shift car is the same as every other one but raising a child is different for every single child.....you cannot give a test to determine if a person can raise a child or not. One family can have a child that is a straight A student and the next child might have a learning disorder and need lots of help or a mental problem and need therapy and medication.....you just don't know!!!!
Having a child is a "crap shoot" at best and so is parenting.....you do the best you can do, make the best decisions you can make at the time and hope that your child learns what is right and what is wrong. No one is perfect....your more educated, high-SES families with less children have problems with their children just like the "ignorant poor" (to use your words).......but then the "ignorant poor" also have straight A students too, just like those more educated, high-SES families as well, they just can't afford to send them to college without a scholarship!!
I'm sorry....but you can't re-write the Bill of Rights and you're not God. It just is what it is and you can't control people's sex lives.......which I'm glad of.

In Canada, I read that the gov't is thinking about paying women to have more children (nothing to do with economic standings) because our population (birthrate) is continuing to drop.
I don't see how driving a car and being a parent has anything to do with finances/education.
The correlation that some people make when comparing the two, is that everyone needs a license to drive a car, but one does not need a 'license to be a parent'. But what does a license have to do with finances? Please DO NOT tell me that being a good parent has anything to do with finances.
Parents from "lower-ses" families may have more struggles, but that does not mean that they are unfit to parent.

I am a mother of three with another baby due in march, personally my first two children arent mine for a start , but they were taken from their mother due to abuse and nelgect , i am married to their father and i earn a living working from home , when the kids are at school or nanas, i attend to help in my step daughters school every week and they are all brought up together with no difference , well loved,feed and clothed, there is a few parents not interested in their children, mine are my life, mine or not! Iam not poor, house, two cars etc and i am highly schooled as well.

It's true the poor seem to have alot of children while the rich have a few children, but you can't tell people how many to have. Then there are those that choose not to have any at all. Education is definately the key. People should have as many as they can PROPERLY care for financially, emotionally and spiritually.

I don't think it matters how many children people have as long as they can take care of them properly. By this I mean do they have the financial resources to feed, clothe, and provide shelter for their children. There are many people in the U.S. who can't provide these basic necessities for their kids, so they don't need to have any. There are also people who are unfit as parents because of the horrible cruel things they will do to them, such as locking them in cages, burning them with cigarettes, selling their much needed perscriptions for drug money. I don't think a limit should be set on kids, however I DO think that you should be required to take a parenting course before you are allowed to have children. This may not help matters, but it certainly can't make them worse.

Well, personally I would like to have 2-3 kids. But, I don't judge people for having more. Well, then again, have you all seen people on those shows who have 15+ kids?! They are nuts!! How can you afford all those kids. Best to have a couple and make sure you have enough to send them off to college and whatnot. Anything above 8 kids is a little extreme to me.

i agree. while i am trying to have just one child.. that is all i want, i am paying for little high school kids to pop out at least two before they are 20. birth control. every girl needs to have some kind of devise implanted so to say they cant get pregnant till they are at least 25. not that i want to sound cruel. i get up everyday and go to work there are millions relying on my tax dollars so they can drive their new cars to the food stamp office live with their boyfriends that make good money and since they are not married they get all kinds of government assistance. drive by any government apartments and you will see rows of new cars and trucks.

I would be against this type of "test" Who scores it? What values does the scorer have? Why do I have to be "more educated" to be able to have children? If you start placing a relative value on people, I believe that this will create HUGE problems. "all men (people) are created equal!"

This is America. I think with the limiting of children and whatnot, you are looking for a more communist or even possibly tyrant run country to live in. You should try finding one to move to as soon a possible. Until then, I'll be here enjoying my basic freedoms that you seem to be pushing to be taken away. Thanks though!
