Yes, they have to have nostrils in order to breath but they are probably hidden by the bird's feathers. Different parrots have subtle differences in their appearances and eclectus are one of those types.

Sounds to me like you need to do some SERIOUS research and educate yourself if you hope to keep your bird healthy and give it the longest life possible.

Get a parrot health book at the library or a pet store and READ it because even with everyone's best intentions here, this is NOT the forum to seek the best answers to questions such as you have asked. Most people here do not have a clue what they are talking about and are just giving answers because of hearsay or because they had a parakeet once many years ago, etc.

All birds have nostrils. They are right above the beak on the cere.

Eclectus are sometimes prone to sneezing. Google "eclectus parrot sneeze" and look at the information that comes up. Make sure that if it continues you see an avian vet to rule out any problems.

eclectus parrots do have nostrils they are referred to as nares, however. They are just hard to see unlike most parrots. If you give your bird a shower you will be able to see them easier while he/she is wet. Same with the ears.

All birds have nostrils. You might need to look just above it's bill where the bill and the feathers meet.
