It means finding out what the Glycemic Index is on the the foods you eat and concentrating on those with a low glycemic load. The Index is simply a measure of how quickly your body converts the food to blood sugar (glucose). The faster the food is converted, the quicker it turns into fat if your body doesn't need the energy right away.
For example, a baked white potato is very high on the index because it is so quickly converted. Most vegetables are low because they take longer and there is usually some fiber w/ them. Fiber slows down the conversion process.
Eating constantly high on the index and not getting enough fiber is the reason there is an epidemic of type II diabetes being diagnosed.

I know about the glycemic index - http://www.glycemicindex.com/ - it measures the ability of the food to release glucouse (sugar) into your blood stream.

Fruit juice would had a high glycemic index, since the sugars are easily broken down by the body. A steak would have a relatively low GI since it takes a while to break down.

I imagine the Glycemic Diet focuses on complex foods so that your blood sugar is not spiking and crashing, and would be particularly useful for diabetics.

A diet that is based on how carbs/sugars are broken down.

Example is how White bread breaks down into sugar much quicker compared to Whole wheat bread.

By knowing the exact "speed" of specific foods are converted to sugar, you are able to avoid them.
