True, you have to be level 2, but there is a good way to determine a thumbs up or down. Be honest about the correctness and verifiability of the answer. Don't vote according to whether you like or dislike it, but vote on the basis of it being true and right. Consider whether the answer is actually addressing the question, look at the category, study both the question and the answers: are they fact or opinion? Do they include source material? Links? Did they do any research or checking for valid sources? Any explanation? Is it grammatically correct? Did they do a good job overall?

Usually for every answer I give I look at what others have done and then I thumb Up or Down.

If an answer is well-written and respectful, but I disagree with it, I don't give it thumbs up OR down.
If an answer is disrespectful and/or poorly written, I give it a thumbs-down automatically, no matter WHAT the person's beliefs are.
If an answer is plain WRONG, I give it a thumbs down.
For everything else, I give it a thumbs-up.
I misunderstood the question, oops. You have to be a level 2 to give thumbs-up or down.
