My boyfriend's mom visits frequently, and she had to go to the sales office at Metro Center, fill out some paperwork, show her ID, and it took time to get her a discount SmarTrip. I recommend getting a SmarTrip if you use the system a lot because you never have to worry about change, and many suburban bus systems have now installed SmarTrip readers.

I'm not sure if this is the answer you're looking for but every DC Metro station has elevators. They also have special fares for the elderly and disabled.
