Jesus says this, that even to those who owe you, if in need and they still come back and you have, then give
God will Judge them, not you or I, regardless of what they buy or what you know they will buy
You have no IDEA {Nor I for that matter} what the pull on to the body drugs are and if someone was to complain about giving money to someone for drugs {or deny them money knowing they will use it for drugs} then take the time out and seek help for them

A: Excellent, clearly constructed question. I agree. A lot of money could probably be used to plug holes in ships. Particularly in Cleveland.

I refer you to my previous answer: I never give money or sign anything at the door or in the street.
If you want to do something, buy the guy a coffee and a sandwich. At worst, he's got a free lunch out of you. Donate to the homeless charities who provide shelter and support for truly homeless people, and help them get back on their feet.

It is a know fact that you can earn 80K or more a year by panhandling. It is also known that many of these people do just buy drugs or booze. This is why it's best to donate to a local shelter.

I am really uncertain what your question is.
When someone asks, either they are telling the truth or not. Whether you give or not is your choice.
What they do with what is now theirs is their choice.
You are NOT responsible for the choices of another person.

If God lays it upon your heart to give change then its not up to you what he does with it. You did your part. Same for anyone on this. Someone never knows what one will do with what has been given to them.

just go buy them food, then they have few options as to what to use it for.
you still get to do good...without compounding the problem.

I have had problems with this before. I always give them money. Who cares what they spend it on? If drugs alleviate their suffering, why wouldn't I help them?
