You can get a very nice painting for 5k - almost any artist would be glad to do a commission work for 5k...

You can get amazing art for that amount of money. You can get more than one work of art also.

As for where to look, I know someone here mentioned working with a reputable gallery. You may not enjoy that idea. Here's why: Most art galleries will take a hefty 40 to 75% cut on the art. That's why I refuse to sell my art in galleries. The cost gets passed on to the client (you) because the artist wants a certain amount for their work. They will price it. Then the gallery will hike the price to cover their percentage. So basically, the art is overpriced and you take the hit. Also realise that when an artist creates a work of art that sells, the gallery wants to make money and will tell the artist 'Make some more like that one that sold quick'. And the artist has to deliver. So, what they deliver is basically a copy work of the one that sold... and they do this over and over and over again. That's the other reason why I refuse to sell my art in a gallery. Lots of artists feel this way. The only time you can get away from doing this copy work is if you are a big name and the gallery is afraid to lose the artist.

So. Where can you look? Consider antique dealers. They often have some great art.

Online. Do you know of an artist that you like? Look them up online. Many artists have websites now.

Look in your newspaper under for sale items. You will often find someone trying to sell art.

Find estate sales. You can find those in the paper or online. You'll definitely find some nice art there.

What kind of art do you like? Let me know, drop me an email and I'll give you more leads if you tell me the type of art you like or the name of an artist you like.

One other option is to commission a work of art from an artist you like. I do commissioned art often, especially for hotels, restaurants, cosmetic companies, etc.

Why not go to an Estate Auction, I'm sure you can pick one up for a lot less. Just make sure you have some knowledge of what you are purchasing and it is something you like.

I don't know much about the place where you live... but in Brazil we can get them for better prices at crafts fairs.
