Australia has no problem with you taking leaves with you, many people do. We have plenty and they keep growing. Your only problem, if there is one, would be at the other end. Don't try to smuggle them, tell customs you have them when you get to Finland. The probability is that you will be allowed to keep them.

Taking the leaves out of Australia is not the problem, its getting them into Finland that is.
Why on earth would you want to "smuggle" a few tree leaves into any country. If you cannot take them in openly, there must be a reason and imported diseases are the likely one.
Why would you want to risk bringing catastrophe onto your nations eco-system by some selfish smuggling in of prohibited flora.
We here in Australia are very conscious of this, perhaps you are not.

The leaves aren't the problem, it's the microscopic bacteriae and diseases that sensible people shouldn't spread willy-nilly around the globe. Your question should be "Does Finland possess the natural defences to counteract these?" If not, than God help your agricultural and horticultural industries!
Buying eucalyptus in bottles from an accredited importer will take this burden off your shoulders.

You could try, but why bother?
Because of the smell of eucalyptus, you'll get caught if they are illegal, and you'll get Court.
And if they are legal, why not go to a garden shop or nurseryman in Finland and purchase them. At least the ones you buy in Finland will be free of microbial infection and other nasties that could start something akin to the Great Plague.

Well you can smuggle them but if there are laws against the leaves coming into Finland you would be in trouble. The fact that you used the word smuggle tends to suggest that they are not legal. I guess it depnds on how big you suitcase is, is it big enough for the leaves and are you willing to pay the consequences.

It depends if eucalyptus is illegal in Finland. But they use those leaves in many types of salves and ointments including Vicks Vaporub smells just like eucalpytus.

why hide them if they are allowed into Finland you have no problem
we have quiet a few gum-leaves here in Australia so wont miss a few
but check if you can take them to Finland first or you may get into a lot of trouble

yes they do lose there leaves in winter, because when its cold the leaves starts to burn then drop off.

No, you cant. The reason is that diseases are spread in this way, so if you are caught out you will be in trouble.
