Shelter and food are biological needs, where as education and love/care are social needs. Although they are on two different planes, I would say yes, they are equally important to producing a healthy child and inducting them into society.

A child will focus on survival first. If his basic needs are not met, he will be focused on those. A child who is hungry, cold, tired, or frightened will be unable to focus on learning academics, so the two go hand in hand and have equal value. Children need love, food, warmth, and security in order to thrive and learn academics.
