YES, but only if the service was exceptional. I find the built-in service charge insulting, especially when the service is slow or virtually non-existent.

When I receive good service, I tip no less than 20%. If a gratuity or service charge is already added, and I get great service, then I will pay extra to make up the difference.
As a former waitress, I know that some waitstaff do not like for the establishment to tack on the gratuity, simply because they can provide good service, and would oft-times prefer that the guest be allowed to decide what the gratuity should be. Quite often, guests will see that the gratuity has already been added, and will not tack on the extra even if they would have normally paid 20%.

If they can't trust to make your own decision, then I'd say no. I never eat in restaurants that have a compulsory service charge because I have no choice - it it waited service after all. I can't go in the kitchen and make my own food and drink can I?

I wouldn't tip but I would go out of my way to tell the person's supervisor what good of a job they did. Anytime I go back, I would only ask for them to help me.
