He wants to get to the female in heat. Get them fixed and you won't have to worry.
EDIT: your mom wants puppies? I'm sure there's a local doxie rescue you can call if you want to have puppies around - after you fix the dogs you have. No dog should be bred because someone wants puppies.

When this happens, you just need to go though this and keep them separated. Intact male dogs will want to be with females in heat...it's natural. Maybe you could have the male boarded...or would a friend take him until your puppy is out of heat? Better yet...have hom neutered now. Your puppy is way too young to be bred right now and it could be dangerous for her to have a litter of puppies at this age. The responsible and best thing to do for your pets is to have them spayed and neutered. After your puppy comes out of heat...have her spayed as soon as possible.

If you can't separate them put a pair of girl's panties over the female's rump. Cut a hole for the tail. This way he can't hurt her accidentally while trying to mount. Squirt him with a water bottle every time you see him try this. Ask if you can bump up the appointment. Thank you for being responsible and fixing your pet. Your girl can be done in 2-3 months. : )

Separate them until she is thru her heat and then SPAY AND NEUTER - BOTH DOGS!!!!!!!!!!!!!!!!!!!!!!!
p.s. to the person who said contact a dachshund rescue for puppies - we will not adopt our dogs (pups or adults) to any home where there are intact dogs. So in order to adopt a puppy, the existing dogs would have to be spayed and neutered. We do not encourage breeding or irresponsible pet ownership.

You need to keep them entirely separated. She is too young to be bred.. He is too young to breed her.. They should be spayed / neutered..
This is what males do when females come into heat, they cry they whine they fuss they howl they bark, they stop eating, they are pesty.. It only gets worse each time she comes into heat..
If you blink for one second he'll breed her and she is far to young and immature physically and mentally to produce a quality litter.. Won't take care of them herself, likely won't even be able to whelp the litter naturally..
Take turns crating them.. Never ever trust them.

Getting them both neutered would solve it.
However if they're both champion show dogs with perfect profiles, you could try keeping them separate. But of course you'd already know that;.
Female dogs have "seasons" not periods.
