I actually had the same problem on my '98 dakota and it was the sending unit. After talking to other dodge owners they had the same problem after about 120,000 miles.
The tank is probably fine since the truck isn't that old. I've got a 66 mustang with a 20 yr old gas tank that is still solid.
Also, it could be your spark plugs. Just give the old gal a tune up if she's due.

It's either a partially stopped up fuel filter(fastened around the bottom of the fuel pump in the tank) or a weak pump.A full tank has more weight and helps force gas through the full system. Try some gas treatment. If that doesn't work, you will have to drop the tank, or lift back the bed and remove the pump assembly for inspection. If the filter is good, replace the pump assembly.

Your sending unit could be reading incorrectly or you could have cracked pickup tube in the fuel tank?
Wether it is the sending unit or the pick up, the tank has to come out! Sorry!
If the pick up is cracked below the 1/4 mark, it will draw in air.
Easy way to check if it is reading wrong is to see how much it takes to fill it when it is at a 1/4 tank!
(You could drive it knowingly that 1/4 is now empty?)

Since you say 1/4 how much fuel does it hold go and fill it up> If it takes a full tank than your running out & guage or sender defective>>If not than the pickup tube or sock on the end> trash in tank> weak fuel pump>

Trash in the gas tank. You'll need to unbolt it, take it apart, and clean out the inside.
