Has she been spayed? Sometimes females in heat will do this to scent mark territory.

Has she been checked by a vet recently to rule out any health problems? If cats experience any pain when using the litter box, they associate that pain with the box and will stop using it in an effort to avoid the pain.

Is the litter box clean enough, is it somewhere private, or have you changed the brand of litter recently?

There are various reasons for this behaviour and the web article below offers further suggestions and advice which may help you.

Get rid of the urinated on clothes, put clothes somewhere the cat/cats can't get to. Cat urine is practically impossible to remove; more work than necessary. There is this stuff that removes Urine
smell from carpets; you can get it @ Wal-Mart. I don't even remember what it's called, it's been so long since I've used it. It's in the Pet section; bigger bottle in dog section, it's A white bottle W/
sprayer and the top of it is Pink. Use A squirt bottle, cats can't stand water! Esp. if it's A surprise
and done quickly, she will soon stop doing whatever she isn't supposed to be doing when you pick it up.

The first thing you want to do is to put your laundry in a place where the cat can't get at it. Then make absolutely sure the cat's littler box is kept clean at all times. When you find the cat's peed where she shouldn't, gather her firmly in your arms and take her to the place where she peed. Stick her nose in the smell and loudly say "No". Then immediately take her to her litter box and drop her into it gently. Eventually she'll get the hint. Cats are not dumb. They can be trained.

She might not want to go in the litter box because it needs changing. If you are around other animals and have their scent on you she might jealous and wants her smell on your clothes. Keep your clothes off the ground and in a tall laundry basket. You dont want to stick her face in her pee. That is mean and they dont understand. If see her going yell No at her to make her jump and then take her to her litter box
