will it look good for me toward making Officer in the Rangers/Special Forces

Not really, it might help a tiny bit, but everyone starts out the same and it's the work you do while enlisted that matters.

Yes....sort of. A bachelors is required to become an officer or enlist at the rank of specialist instead of the lowly private. Specialist is one rank below Sergeant, which is a non comissioned officer. Beyond that, a masters just looks good in your promotion packet.

You'll be eligible for OCS. The problem you'll face is, there is no shortage of officers applying for the Rangers and Special Forces.
