I've also tried to pop it up, but just cracked it.

It's Flor de Cana and the spout looks like a large plastic cap with a raised disk in the center with spokes to the outside. It does look like it should pour throught the slots since there does not seem to be any moving parts. However, nothing at all comes out.

This spout is large, the same diameter as the inner diameter of the cap and just as deep. There's additional structure to it under the raised disk in the center.

What brand of rum is it? If it's like the one on some scothes, it's already open when you take off the cap. Flip the bottle over and pour it. Otherwise I have no idea what you mean. Does it look like a raised circle in a center of a piece of plastic? If so, it's not supposed to come off. It controls the flow so that the liquor doesn't rush out of the bottle. If it's not coming out at all, that's different, in which case, please provide details :).

you have to tip it completely upside down and it is kind of splashy so put a glass under it instead of a shot glass. I was trying to pour little in to a soda bottle and couldn't get it to work so I came here.
