I'd say 14 or 15 ?!?!
Get off the chips and dips - the hoho's and pizza.
Pick up some regular healthy eating habits and work out.
Push ups, sit ups, crunches, benching moderate weight and lots of reps.
3 sets of 10 reps to start and just keep increasing.
The more you eat right and work out the sooner the Man tets and belly will evolve into Great Peck and a Six pac.

No the fat will not turn to muscle.
But by working out it would make the fat more firm and increase your muscle mass where it would give you the desired effect of less flabby fat ( as in jello like fat).
But it has to be combined with a diet. No matter how much you work out if the daily intake of calories is higher than the amount of calories you burn a day with or without exercise you will continue to accumulate fat in your body.
Easy math, if you burn more calories than you consume in a day you will loose weight. The amount of the weight that you loose and how fast you do it is based on how many more calories are you burning than consuming.
Putting it on easy terms, a low calorie diet combined with some cardio exercise and some resistance exercise will equal weigh loss. The less calories and the more exercise will mean faster weight loss. It sounds simple but is not requires a lot of self control and dedication.

You can't turn fat into muscle. Those are two completely different entities. Fat is fat. Muscle is muscle.
You CAN burn fat away by doing a lot of exercise and generally getting very active while eating healthy. And, you CAN develop the muscle underneath the fat by strength training (about 3x a week for starters, on non-consecutive days).

Ok, heres the scoop. Its like wanting to lose belly fat. If you work your abs it will only help get rid of flab by one means. That is adding more muscle to a certain part of your body will not help you lose the fat on that part of your body. Building more muscle means your body needs to burn more energy to sustain those muscles. Lower your caloric intake, get at least 30 minutes of cardio activity a day, and start off about free weight lifting no more than around 40% of your body weight. Find a routine that works for you. And drink lots of water. It helps get rid of toxins in your body. Good luck buddy.

well if u dont work out enough and u already got man breasts, it's gonna be a lot of work for you to be out there and have good muscles. but if u do want to do it u have to do a lil by lil everyday. the thing is to NEVR quitt!!! good luck
PS
running same distance every day n those kind of stuff might help. competitions could help too. trying to lose weight w/ friends might help, too. maybe if u like somebody, think about them when you're doing ur fitness

Fat never becomes muscle, and muscle never becomes fat. However by working out and building your chest muscles, while at the same time losing fat (hopefully), you can get a very nice looking chest. You can actually work out and get great chest muscles, but still have man boobs if you don't lose weight at the same time.

if you work out the right way and for a long enough time you will lose all you "chubby-ness" and build muscle- for the best results hire a personal trainer for one session so they teach you the right and safe exersises for what you want then you can just do them however many times on your own until your satisfiesd :)

Its possible you have gynecomastia. Depending on the severity, for many surgery to remove the excess tissue is the only option. Obviously you want to lose weight, but its not always that your "overweight". Also are you a teenager? Stress can cause it at that age.
A physician assessement is always best. They can also help you with a diet plan and overall weight loss plan.

No, fat doesn't turn into muscle, muscle doesn't turn into fat. You must burn away fat and build muscle. Ab work will build ab muscles but no specifically remove belly fat...that is done by cardio.
