The New Testament (NT) was written between 30AD - 100AD. By 150AD lists of inspired NT books began to appear. In 397AD, Council of Carthage, the canonical list was finalised and ratified by Pope Damascus I. The council decided on the 46 Old Testament and 27 New Testament books. The Council of Trent 1546AD reaffirmed the list of Biblical books. This list wasn't changed until the 16th century protestant reformation.

So the inspired books of the Bible was decided by the Catholic Church under inspiration of the Holy Spirit.

The catholics will claim they did. Which is true to an extent. In all honesty I believe that God himself decided and used the Catholic church to put it together.
