You can use the dealer locator on this site to locate your closest dealer. They can fix your fence for you.

If you know where the cut is and would like to fix it yourself the all you need is a piece of copper wire that is insulated, and 2 wire nuts that are designed to be water resistant. (wire nuts and wire can be picked up at Lowes) Strip the ends of the wire and connect them together. Place the wire nuts on it and tape them. This will fix your fence.

If you feel confident enough you should be able to cut the power, strip the two ends of the wire, twist them together and secure them with a wire nut for now. Just keep them from getting wet.

That is probably just a temporary fix though, I would call the company that installed it in the morning and tell them what happened and see what they recommend.

You will need to call the company and have them come out to fix it. It is not the kind of wire you can find just and where. It should not be too expensive for them to do it for you. You know exactly where the cut is.

Sorry but a friend of mine did this too and they tried to fix it thems selves but every type of wire they used just didn't work. They ended up calling the company too.

Yes, you are partly responsible. You did not maintain control of you dog on its leash and invisible fences are not considered adequate barriers - for the obvious reason your dog blew right threw it. If there had been a solid fence and your dog had been better trained and you were able to maintain control, it would not have happened. But the other owner is responsible for the dog slipping its collar.
