For a job this summer, my 18 yr old freshman was told to fill out a W-9 at the start of her employmenrt. Neither income taxes nor social security were taken. For reason not expained here, it is essential she not be considered self-employed or contracted labor.

See http://www.irs.gov/businesses/small/article/0,,id=99921,00.html for what her status should have been. If it appears that she should have been classified as an employee, she can fill out form SS-8 http://www.irs.gov/pub/irs-pdf/fss8.pdf to request an IRS determination.

Well, as things sit right now she IS considered a self-employed independent contractor. She should file Form SS-8 with the IRS for a determination of her status as employee or contractor. If it is determined that she is legitimately a contractor there won't be anything she can do to change that aside from seeking other work.
