It's for both. The cut lemons add a little extra flavor to the lemonade while also making it look pretty. They also let people know what exactly is in the pitcher so there is no confusion.

A little of both. If the lemonade is made from concentrate or a mix, adding the slices of lemon gives it a fresher kick. If it's made from fresh lemons, adding the slices just enhances the flavor, since there's a lot of flavorful oils in the actual skin. Plus it looks pretty. =)
