I personally would choose the PT 92 only because I owned an adjustable sight model PT99 and it fuctioned flawlessly and was accurate. It was my main personal protection pistol for many years. I carry only .44's and .45's nowadays.

Well, if you can find a PT 92 for 450 you're doing good. Of course I do live in the state of IL in the District of Cook County where President Daily resides....As for the 24/7 I have not heard much about them from friends or other shooters. A friend of mine has the P89 and loves it. I do not like Ruger. I shoot Springfield XD 9mm and a Beretta Px4 Storm that are both wonderful. Both are around 550 or so.
You may find a Ruger for about 400 but it all depends on where you buy the gun from and if you buy it new or used. My friends Ruger was 475 after all the taxes and stuff.
Rugers, I know someone mentioned Glocks, XDs, Berettas are all reliable, safe to use and all durable. What it will come down to is price and what feels better in your hand.

As a country boy with tons of experience, I strongly recommend the Glock. Even if you have to purchase a used Glock, it is better than the Rugers and Tauruses you listed. Over 60% of all law enforcement agencies in the USA all carry Glocks. The reason? Simple! Reliability, light weight, and ease of use.
However, that said, the Beretta 92 (around 500 bucks) and Sig Sauer are also good choices.
A gun is an investment and will last decades so I strongly recommend one of the above brands.

Browning Hi Power is my favorite 9mm. You can find the Argentinia made HPs for under $400.
CZ75 is an excellent chioce also.
Of the list you provided, P89 and the 92.
Great thing about the 92 is, it's a good solid pistol that will take years of abuse and grips and mags are inexpensive, as is the gun itself, as it's not as popular as it once was. Heck, you can get a Beretta for under $400

I had this exact same problem earlier this year, and I did four things:
1. I researched online by asking some questions in gun forums I knew of.
2. I looked at prices of pistols on gunbroker.com or auction arms.com
3. I looked listed on www.best9mm.com and then searched the web for reviews.
4. I spent $50 and a couple of hours at a local range that had a good selection of 9mm handguns to rent and shoot. I tried Glock, Springfield, CZ and SiG, and ended up loving the CZ-75.
I bought a used pre-B CZ-75 9mm for $400 at a gun show here later that month, and I couldn't be happier. It needed a $100 trigger job, but now I've got a gun that can shoot with the best of them. Nothing wrong with any of your choices, but I'd definitely add the CZ or one of it's clones like the Baby Eagle or EAA Witness to your list of options.
Oh, and AIM Surplus has a good deal on used SiG-Sauer P225's. Very solid, very reliable, very accurate. Spend the extra money and get them to hand-pick one for you if you get one from them.

I bought a Glock 26 for $500, it's accurate for a sub-compact, easy to control even with out the pearce girp, and versitile. You can use Glock 17 and 19 barrels and mags, if you're into that. Glock's are ugly but they shoot when a lot of other pistols would fail.

For the price range you mentioned I would choose either one of the Rugers. I have the P95DC it is accurate out to 25 yards and has never jammed. Its very easy to clean and maintain and 9mm ammo is inexpensive to shoot. Rugers are built like tanks and can handle + P ammunition.

It's really a question of which one you like the best. Accuracy is somewhat relative and dependent on the weapon's intended use. As a competition there are better options, but if you're just punching paper just pick the one you like best. Don't forget used pistols, you can save a lot on some really great firearms. One of the great things about used is you can buy them, try them and if you decide they're not for you, you can sell them without taking a big hit. Everyone is going to have a favorite, I certainly have mine, but my opinion isn't going to make you a happy shooter.

Check out the EAA Witness line in stainless; I bought several of my daughers this model and a couple for my personal assortment. They have reversed rails which gives them a slim profile and they are very nice target shooters. Tangfolio is a nephew to the Beretta family, and the family history shows in the workmanship of his firearms.

OK the guy who was explaining on the CZ had it right too a point personally my own recommendation is the macrov 9x18 simple easy too shoot and dose not FUBAR my only complaint is make sure you get one made in ether Russia \ east Germany \ or Bulgaria cause there are some really bad mak,s around especially from china and Poland look around a bit and you will find it,s a dammmm goood pistol for under $350 usd
