I doubt you would qualify for SSI,
What about enforcing the child support order,get a wage withholding, or have the government agency take him to court or... Troubleshoot your child support case here http://www.familiesonlinemagazine.com/child-support/troubleshooting-child-support-cases.html
Lots of solutions to non payment of child support, such as;
attach bank accounts
get a seek work order
contempt of court
criminal non support charges

Ask your family doctor or therapist; sometimes coding the diagnosis makes all the difference in the world. Doctors will consider this when working with him and when helping you fill out forms.
There are also state funded programs and mental health trusts you may look into. Public assistance is a wealth of knowledge. Just a phone call away. Thing is, you really have to stick with the process and jump through their hoops. But it's worth it in the end.

How old is he?
My parents medicated me when I was a kid age 9ish and when I was 11ish I started refusing to take my medication... It was more sedating me though... It was for anger problems and when I stopped taking them I was a bit more violent and quick to react again and the problems were still there but not to the extent they had been previously where I was having serious violent angry explosions several times a day...
I think you should talk to his doctor and then get a second and third opinion to make sure you're making the right decision...
You dont want to take him off meds if he's violent and dangerous unless your doctors recommend it... After I stopped taking my medication I attacked my sister with a knife and tried to stab her, I was 11yrs old... You dont want something like that to happen...
I know what its like to have anger problems, and honestly, you just lose control, its like everything else, all your morals, nothing can get into your mind except your anger... You cant think straight and you cant stop yourself... It seems completely unreal...
Its taken me years to learn to control my anger, and I still havent completely... Now when I get really angry, like past the point of no return (as I call it) I still cant control my anger... It's rare, but when it happens I'm a danger to everyone and everything around me... Words cant describe how it feels... Hopefully your son isnt as bas as that and if he is hopefully he can learn to control it...
I know this doesnt really answer your question, but I hope it helps a bit...

It does have to be labeled as a disability. I work with emotionally disturbed kids (kids who are clinically depressed or angry, etc) and most of them count as disability. You'd just have to call and ask.
