Yes it is. It would be impossible to be spiritual and not religious.

Many people are religious and not spiritual. I know first hand because for years, I was one of those people..One day, in church with my wife and family, the Holy Spirit touched my heart, and I gave it to the Lord. I knew at that point in my life that I had been religious, but not spiritual. Now, praise God, I am both.

To claim to be spiritual is to be religious.
However to be religious does not mean that your are spiritual.
So as asked the answer is yes, it is implied. But this does not work always in reverse.
