editing pictures help?

I need to outline an object in a picture none of the programs on my computer allows me to do it well i really want to do it online but i don't know any good free sites that will left me i don't want to download anything

Sorry it doesn't work like that.
You will need to either download a program if there are any for free.
Or your best bet is Go to your local computer store and BUY Adobe Photoshop Elements=2 it's under $30.00

Well of course your going to have to download specialy if its from the internet. Are these pictures digital and are they from windows shop or photo shop? and are you putting them on any website?
