People use standard measure mostly for commerce. If you sell someone 100 pounds of grain, the buyer wants to know that the grain will weigh the same 100 pounds anywhere in the country or world.

I believe it is C. standard means that it is commonly used.. so it's a commonly compared thing to measure with (ex. foot, inch, kilometer, etc.) Someone's real foot would not be standard because people have different size feet, but the US measurement unit of 1 foot (12 inched) is a standard, no matter what size your real foot is!!
