Something may have been lost in translation from the original language. It may simply be a legal statute.
But it is not clear just who and how the sentence would be carried out. Would it be done by a court or by the opponent of the husband during the fight?
In the latter case it would have to be done with extreme care. A near miss could result in a great loss. One would not want to cut off one's nose to spite one's face!
And also in that case, what is the husband doing? Watching to see if his opponent is careful enough? More likely, he would be taking advantage of his wife's diversionary tactics and would aim a lethal blow.
If the opponent dies, were there witnesses? If not, how would she be punished?
I think it is useless to spend a lot of time examining Deuteronomy or any other part of the bible. You should find
a more creative outlet for your curiosity.

A deterrent.
If the man's genitals are damaged, and he can't have children because of it, you cut off his name from the future. So the deterrent in the law kept women from even thinking of it.
This was the law, which applied only to Israel during that time, and applies to nobody today.
