it is probley rust in side and you just will have to remove and replace it

I use to put some cardboard underneath the cables and spray them down real well with rust penetrant spray to loosen the rust....if you don't use the e-brake, over time the inner cable rusts to the outer sheathing and causes it to bind up and freeze in place when you go to apply the e-brake. Soak it real well---I mean, douse it with rust penetrant--- for several hours or a day or two and try to apply and release the brake...if no luck, have to replace the cable.

as long as its not to rusty use an open end wrench to loosen and the put some axle grease on it for next time you need to adjust, hope this helps,
