get a crock pot and put the meat in there alone.... no water ... nothing else and let it cook for about 5 or six hours on low.... then when you go to make the stew or what ever you are making..... use the sauce it has made in the bottom of the crock pot

I brown the stew meat after I've dusted it with flour, then add all my veggies and seasonings. Cover it (barely) with water (or add a little wine or beef broth). Bring all to a boil, then reduce heat to low and cover the pan. Let simmer for 2 to 3 hours, stirring occasionally. Top with dumplings for the last 20 minutes (covered). It comes out tender every time because of the slow simmer.
