Sounds like you did not qualify for one reason or another and they alloted you zero. You might ask them for a more detailed answer.

When you apply you are rated based on income, need(people per household) etc. You get a score and that score translates to a certain amount each month. You get so much money for your needs then they take away what you have. They determined in you case the balance is "0". If you ask they will show you their calculations. It is good to get it so you will know when your situation will qualify you for benefits.
