i saw some one drunk driving and I know them. He is my good friend but his drunk driving i can not ignore. Can I have the police come and make an arrest or file something saying that I witnessed them driving and their intoxication?

He wouldn't be charged, as there would be no evidence to back up your claim (breathalyser result for example).
They may have a talk with him though, maybe scare him a little, which may help him to decide to never do something so stupid again.

Edited to add:
the bad seed, that idiot could have killed someone, so i'd have no sympathy for the tool in the slightest.

If an offense was committed like hit and run or leaving the scene of an accident or something else related to his conduct on the night in question.
In this case the judge would not have any "evidence" (physical) to issue a warrant for arrest. Testimony would not be enough to do it unless he or she admitted it. Then they would best voluntarily admit themselves to a drug rehabilitation program to avoid additional problems with the law.

Maybe you could scare the crap out them by asking a law enforcement officer to talk to them about it. It's worth it since it might save their life and the life of someone else.

In most states an arrest of a person suspected of driving under the influence of drugs or alcohol must be made based on the observations and evidence gathered by a sworn law enforcement officer. One of the primary pieces of evidence is the level of alcohol in the suspect's blood. Your week-old testimony of the actions of your friend are not adequate for making the charge of operating while under the influence.
You might consider talking to your friend and telling him that you know of his dangerous behavior and want to help him avoid doing the same thing again. Perhaps you can convince your friend to participate in an alcohol abuse assessment program. Good luck.

No accident, no video evidence? You could be accused of trying to make trouble for the person. Don't even think about it. If you see them in the act of driving drunk, you can call at that time, and that time only

Like everyone already said, it's just your testimony and if he denies it, you don't have any direct proof.

The best thing to do would be to tell him that if you ever see him doing it again you will call the cops on him... and then follow through if he does!

No, you need evidence to do that and none would be shown right now. I think you need to talk to him about the problem. A firend can make someone open their eyes.
