Thats an interesting theory. I have always thought that since we joined the European cash cow, different countries would be allocated different roles.
We have lost our fishing fleet to the Spanish and Portuguese, our engineering to the Italians and the Common Agricultural Policy is propping up the French economy. The UK is allocated the banking and commerce section with our industrial sector relegated to servicing our own needs instead of being a world leader.
Thus, the idea of putting a few thousand farmers out of business and developing their land for housing doesn`t seem that far fetched.

The source and cause have already been identified as an unrepaired pipe at the Pirbright research lab. The site has two labs, a private one and a government one sharing a building and there was an issue over who was responsible for maintenance of it. It would be silly for a European country to spread FMD here, since it can blow across the channel, and so could spread back to where it came from! The outbreak on the Isle of Wight in the 1980s was traced to northern France, a site in Brittany, so it can travel some distance. Even though this latest outbreak is a bio-security breach, it is ordinarily a perfectly naturally occurring disease.

It's a funny one. I don't know how far Pirbright is from Egham about 20/30 miles at a guess. If it is and with no natural water connection (river stream or drain) I do not see how it could arrive unless it is via a truck carrying cattle or other goods from the Pirbight area. If it is then we are in deep trouble, that truck could have been anywhere in the country. If it is deliberate and I remember a foot and mouth epidemic over 30 years ago which was thought by many to be deliberate I do not know what to say. In the meantime I have no theory

Economics comes into it since the cause was the Government not being bothered to spend money to repair a drainange system that had been damaged over 2 years ago, thus allowing the virus to escape during minor flooding. Of course, incompetence is also a major factor. Can't blame the EU this time, though. Sorry

Conspiracy theory;
1. Deliberately release Foot & Mouth in selected areas.
2. Put farmer out of business.
3. Developer buys farmland.
4. Developer builds housing project on ex-farmland.
5. New home ownwers pay rates, electric, water, rent/morgage ect.

More money to be made from housing project than farm.
