Today is the second day of the symptoms and he refuses to drink any electrolyte fluid. He keeps on vomitting and has uncontrolable diarrhea.
How can I help him?

Yep. I agree. Just tell him he needs to drink so he can get better soon. If he doesn't drink, you'll need to see the doctor. He might need an IV.

Gastroenteritis is an inflamation of the stomach and intestines which causes a loss of appetite, nausea, vomiting, fever, abdominal pain and diarrhea. It's cause can be viral, bacterial or the result of chemical ingestion. It is usually self limiting and passes in a few days as the body fights off the infection. Children ,however can become dangerously dehydrated in a very short time if they are running a fever, or vomiting and have symptoms of diarrhea. Offer ice chips at first , a spoonful at a time, next try a little gingerale or Clear soda over the ice chips. Children will often take a popsicle when feverish so try that too.
If your child is looking dehydrated, sunken eyes, not crying real tears, not urinating or urinating dark urine, or when you pinch up a bit of skin it doesn't snap back immediately, then your child needs prompt medical attention. If this is the second day I would be taking him to the doctor for evaluation and treatment, as some children will require I.V. replacement of fluids in order to get things under control.

If your son has not kept down food or drink (and I mean anything) for 24 hours, sit him down and explain that he needs to drink something for Mom now or Mom needs to call the doctor. If he says yes, try some fruit juice mixed with water as a start. If he continues to refuse food or drink, you need to take him to the doctor now - either your nearest walk-in clinic, or the nearest hospital. He is quite likely dehydrated - which can be very serious in small children. Better safe than sorry.
